“I agree with you: it is really a serious problem. Also in Italy we have situations like that. It is very difficult to obtain protection on a natural area when there are economical-political military interest. I don’t know that also Hungary joined  with other European Country in Nature 2000 sites  and  Habitats Directive (92/43/EEC = Council Directive on the conservation of natural habitat and of wild fauna and flora ) (see Nature 2000 Network http://europa.eu.int/comm/environment/nature/  ; for interpretation manual see: http://europa.eu.int/comm/environment/nature/nature_conservation/eu_enlargement/2004/pdf/habitats_im_en.pdf).

If Hungary is a Member State of Natura 2000 networks  than  Hungarian Ministry For Nature Conservation sent in the past to European Commission a list of Nature 2000 Sites (with map and descripion of every sites). If in this list there is also “ Zengoe mountain” as   Natura 2000 Sites, than the Hungarian Ministry For Nature Conservation “must” protect this area because The Habitat Directive “impose” hard rules and laws (to every Member State) on management of the wild life on the sites . If the rules are not respected, the Region that manages politically the site must pay an expensive fine to the European Commission for the Directive. In this case I suppose Ministry of Defence shall not stop the project because NATO can pay the fine!       How much sadness!! 

I don’t understand ( the translation sometimes is not clear) what is the position of the Hungarian Minister for nature protection. Does he   agree with Ministry of Defence? Or not?

Any way, in my opinion, unfortunately, the occurring of P. bantica does not avoid the danger of this destroy natural resource because Paeonia banatica it is not included in the list of the Habitats Directive’ s species ( in this directive there is a list of species that the Member States have to protect). So I thing that the international laws cannot interfere basing on Paeonia banatica, but the Hungarian people and/ or  European people  can denounce to the European Commission (see http://europa.eu.int/comm/index_en.htm)  and to the European Parliament the violation of the Directive Habitat with destroying of a Natura 2000 Sites. In any case the interested people need  a good lawyer,  clever on European jurisprudence and   on environmental  jurisprudence. “

About Paeonia banatica: I  was very surprise to know that also Hungary  is a Member State of Natura 2000 network, when I gave my contribution to Natura 2000, during 1995-1997 for Calabrian Sites ,  Hungary was not in Directive, then today I searched on line and I found a website (http://europa.eu.int/comm/environment/news/enlarg/news14.pdf , 1999) that give notice (in 1999) of the eastern countries'  adhesion  to Natura 2000 network.

So I suppose that now it  is not yet clear for Hungarian people the just aims of  Council Directive on the conservation of natural habitat and of wild fauna and flora (called also "Habitats Directive 92/43/EEC" ) and I think it is a good action to inform interested people, so OK! you can  put my mail on your website.

Dear all, I received yesterday late in the night a mail about the plans of the hungarian ministry of defense to built a military radar station on the Zengo-mountain, the locus classicus of Paeonia banatica. The local people have organised a civil protest movement against the destruction of these protected plants and asked everybody on the world who is interested in peonies for help.
This is just a first mail from me. During the weekend I will translate some of the most important passages of the mails I have got into  german/english and publish them on my website. I'd like to get your opinion and help. Carsten

Brief vom 4.2.2005: Lieber Carsten, es ist uns eine große Freude zu sehen, daß Sie, der Sie ein Fachmann für Pfingstrosen sind, lange Zeit in Ungarn verbracht haben. Deshalb werden Sie sicher unser Problem verstehen, bei dem auch eine Pfingstrose betroffen ist, nämlich Paeonia banatica. Mehr als 90% der weltweiten Population dieser Wildart wächst auf dem Südhang des Zengö, des höchsten Berges des südungarischen Mecsek-Gebirges .

Auf diesem Berg plant das ungarische Verteidigungsministerium, eine NATO-Radarstation mit einer zuführenden Straße zu bauen, welche den Wildstandort der oben erwähnten Pfingstrose quer durchschneidet und damit die Population dieser Wildart gefährdet. Nebenbei würde die Errichtung der Radarstation nicht nur Naturschätze, sondern auch archäologische und geschichtlich wichtige Schauplätze zerstören.

Es ist hervorzuheben, daß sich der Zengö-Berg in einem Naturschutzgebiet befindet, Natura 2000, das einen Schutzstatus durch die Europäische Union genießt. Innerhalb dessen genießt Paeonia banatica auch Schutz durch das Berner Abkommen.

Ich selbst bin Human-Pathologe, am Fuß des erwähnten Berges, in Hosszúhetény wohne ich und ich leite seit 2 Jahren die Protestbewegung gegen dieses Projekt. Im vorigen Jahr hat sich das Zweite Deutsche Fernsehen (ZDF) auch mit dieser Problematik befaßt. In Ungarn hat die Angelegenheit schon eine sehr große, dauerhafte Medienresonanz gefunden. Es würde mich sehr freuen, wenn Sie oder Ihre Mitarbeiter einen Weg finden würden, in einer für Sie gangbaren Art und Weise, dem ungarischen Minister für Naturschutz bzw. dem Ministerpräsidenten der Republik Ungarn signalisieren würden, daß der Prozeß der Gefährdung der Banater Pfingstrosen (Paeonia banatica) auch Ihnen am Herzen liegt. Auf der Website der Bewegung, (http://zengo.fw.hu) stehen Ihnen zahlreiche Informationen zur Verfügung. Wir bitten um Ihre schnellstmögliche Hilfe, weil es scheint, daß die Entscheidung der ungarischen Regierung in den nächsten Tagen zu erwarten ist und nach der Auszeichung der Fläche auf dem Zengö-Berg für diese Zwecke (Flächennutzungsplan?) für uns keine anderen Mittel mehr übrig bleiden als durch gewaltlose Widerstand den Berg zu verteidigen, wie wir es bereits einmal im Februar des Vorjahres getan haben.

It is a pleasure for me to see, that

you, who are a peony-expert, have spent a long time in

Hungary. So you will be able to understand our

problem which involves a peony,

Paeonia banatica. More than 90% of the worldís

population of this species grows wild on the southern

slope of the Zengo, the highest elevation in the

southern Hungarian Mecsek mountains.

On this mountain, the Hungarian Ministry of Defense,

is planning to build a RADAR Station for NATO,

together with a road leading up the hill, which will

divide the natural site of this species into two parts,

thus threatening the population. Besides this, the

Radar station endangers other natural treasures,

there are sites of archaeological and historical

interest too. I'd like to emphasize, that the

Zengo mountain is part of a Nature Reserve (Natura

2000), which is under the protection of the European

Union, and within this Paeonia banatica is protected

by the Bern Summit.

I am human pathologist, resident at the foot of the

hill in Hosszúhetény, and I'm have been leading the protest

movement for the last two years. Last year Public German

Television (ZDF) made a documentation on this

topic. In Hungary, we have a large

presence in the media too. I would be very thankful,

if you and your co-workers would find a way to indicate to the Hungarian Minister of

Nature pPotection and the Prime Minister of the

Republic of Hungary, that the danger to

Paeonia banatica is touching your heart too. On the

website of the movement (http://zengo.fw.hu), you will find

much additional information. We ask for your quickest

possible help, because it seems that the Hungarian

government will be deciding about this topic within a

few days. If the area on the hill is assigned

for this usage, the only way we will have to protect the mountain is with nonviolent

resistance as we did in February last year.

Magyar verzió: Kedves Carsten!

Nagy örömünkre szolgál, hogy Ön a rózsák szakértõje, Magyarországon töltött hosszabb idõt.

Ennél fogva bizonyára megérti problémánkat, amelyben egy rózsa is érintett, nevezetesen a peonia banatica. Ezen a bánáti bazsarózsának, világviszonyletban több mint 90%-a a dél-magyarországi Mecsek hegység, legmagasabb hegyének a (Zengõ-hegy) déli lejtõjén tenyészik.

Erre a Zengõ hegyre tervez a magyar honvédelmi minisztérium egy NATO radarállomást a hozzá vezetõ uttal, amely a fenti bazsarózsa élõhelyet metszi ketté, veszélyeztetve ezzel a bánáti bazsarózsa populációt.

Egyébiránt a tervezett radar nem csak természetvédelmi, de régészeti és történelmi emlékhelyek tönkretételével járna.

Kiemelendõ, hogy a Zengõ-hegy tájvédelmi körzetben helyezkedik el, Natura 2000, Európai Úniós védettséget élvez. Ezen belül a bánáti bazsarózsa is európai védettséget élvez a Berni egyezmény alapján.

Magam humán pathológus vagyok, a nevezett hegy lábánál, hosszúhetényben élek és idestova 2 éve vezetem az országos összefogást kiváltott tiltakozó mozgalmat. Tavaly a német ZDF is foglalkozott a problémával. Magyarországon igen negy, folyamatos médiavisszhangja van az ügynek.

Örömünkre szolgálna, ha Ön illetve munkatársai módot találnának arra, hogy valamely Önök számára megfelelõ módon, jeleznék a magyar környezetvédelmi miniszternek illetve a miniszterelnöknek, hogy Önök is szívükön viselik a bánáti bazsarózsák veszélyeztetésének folyamatát.
